Physical appearance[]
Joel is an African-American man being around 5'11" tall. He wore blue jeans, green t-shirt, and a Lightspeed Rescue jacket.
Personality[]
Joel is easily the most arrogant of all the Lightspeed rangers, having a record of preferring to disobey orders in favor of his stunts. One example was when he decided against Angela Fairweather and Eleanor Fairweather's, the ones who designed his zord, orders to do what he wanted. This would later backfire when he gave them flowers in an attempt to impress them then berated them (unknowingly), causing his first attempt to win their hearts to fail miserably. Over the course of Lightspeed Rescue, Joel starts to mature greatly, eventually enough to win him his long-time crushes' hearts, resulting in them being married a year later.

Early life[]
When Joel was 8, all he wanted more than anything was to fly like a bird. So he built himself a set of wings, and jumped out of his second floor window
Lightspeed Rescue[]
Nicknamed "the Sky Cowboy," Joel was an aerial stuntman and was recruited by Captain Mitchell to be the Green Lightspeed Ranger.
He was extremely reluctant to become a Power Ranger at first, not believing in Lightspeed or what it had to offer, but when he saw his beloved Mariner Bay in danger, he decided to take them up on their offer.
He shows interest in the Rangers' assistants, Ms. Angela Fairweather and Ms. Eleanor Fairweather. In the epilogue of the finale episode, Rawlings, Angela and Eleanor Fairweather are about to go out on their first date when he is called away on Ranger business, unable to let his duties end with the Demons.
He eventually marries Angela and Eleanor, and the three are seen heading off on their honeymoon right when he got a call from Carter. Not realizing the importance of the call, he told him it had to wait. His first wife, Angela, figuring it must have been something important, snatched his cellphone and heard Vypra had returned and told him Joel would be there.
Joel along with Kelsey, Chad and Dana saved the Time Force Rangers and Carter from Ransik, Nadira, Vypra, Quarganon and the five Demon Warriors. Ryan and Eric Myers the Quantum Ranger appears to help.
All the Rangers morph into their Ranger forms and fight against the Demon Warriors. During the battle, Trip Time Force Green and his Green Ranger successor, both Green Rangers fight against a Demon Warrior, later he and Chad turned into their Mega Battles along with Kelsey and Dana, the four Lightspeed Rangers destroyed a Demon Warrior. Joel and the other Rangers turned into their Battlizers against and destroyed Vypra and Quarganon.
The Time Force Rangers show the Lightspeed Rangers their base and give them their jackets after the Time Force Rangers give their Time Force uniforms. They then offer to transport the Lightspeed Rangers back to Mariner Bay
Dino Thunder[]
The Lightspeed Rangers were featured in a chronicle of Power Ranger history compiled by Tommy Oliver shortly after he formed the Dino Rangers, which was found by the nascent Ranger team in the Dino Lab.
Megaforce[]
Joel along with his fellow Lightspeed Rangers and other Ranger teams are seen in Troy's premonition about the Legendary Battle.
He and the other Rangers are seen again in another of Troy's dream/vision about the Legendary Battle.
Super Megaforce[]
Emperor Mavro was defeated, but the remaining thousands of X Borgs still stand. Tommy gathered all the existing Power Rangers, Joel returned with his fellow Lightspeed Rangers as part of the army of Legendary Rangers led by Tommy that helped the Mega Rangers defeat the Armada once and for all, fighting in a huge battle against hundreds of X Borgs and dozens of Bruisers. After the demise of the X Borgs, Tommy shook hands with Troy and teleported off along with Joel and the Legendary Rangers.
Dino Fury[]
Zayto activates the Legendary Ranger Database, showing Master Blue that Master Green came to them after the Dinohenge statues were destroyed and restored them to normal. Also, Zayto says that he found Ranger teams who were saved in their darkest moments through unexplained reasons and shows them three specific moments. Including the Legendary Battle where all the Legendary Rangers including Joel and the other Lightspeed Rangers coming to the aid of the Megaforce Rangers in the Legendary Battle and helping them defeat an entire army of the Armada's X Borgs.
